There's no need to jump through hoops, take 3 hours, or rent a car to a city where you have to pay for parking and where a rental car is more of a hindrance than a help. Atlantic City is only 1 hour from Philly by car. If you are seeking to take the NJTransit train it is $8pp e/w from 30th Street Station in Philly. I was quoted $100 e/w + tip - this was a smaller limo as it was 2 couples.
